About Winsome Packer
Early on in her career, Winsome Packer served in the U.S. House of Representatives, where she represented the Committee on Veteran Affairs' Subcommittee on Education, Training, and Employment at public forums and conventions. Winsome Packer has acquired extensive experience in drafting legislation and policy initiatives at the federal level. As a representative for various demoracy projects, she she has supported international development and democratic governance in Africa.
Subsequently, Ms. Packer was a U.S. delegate to the United Nations Commission on the Status of Women, and a counterterrorism advisor for the Committee on Homeland Security in the U.S. House of Representatives. A multilingual professional who is proficient in Portuguese and Russian, she was part of a team that conducted a study of the Russia-Georgia war during 2008 and has completed election observation assignments in countries such as Ukraine, Belarus, and Montenegro.
Most recently, Winsome Packer represented the U.S. Commission on Security and Cooperation in Europe at the Organization for Security and Cooperation in Europe in Vienna, Austria. As a lead policy advisor to the U.S. Commission on Security and Cooperation in Europe, she developed policies on military-political concerns in the Euro-Atlantic and Eurasian regions. She also advised members of Congress on issues such as conflict management, transnational security, and conventional arms control. Additionally, following the Russian incursion into Georgia in 2008, she drafted legislation to provide economic and humanitarian assistance to Georgia.
